The board reviewed community feedback from 18 focus groups in the superintendent search and adjusted the recruitment timeline. It also set an estimated $129.39M property tax levy and scheduled a Dec. 1 truth-in-taxation hearing, while celebrating school achievements and sharing report card gains.

The board brought a proposal to eliminate the per capita tax and approved parameters for a 2026 bond issue increased to $55 million, with an update on Oak Ridge Elementary’s HVAC promised at the next operations meeting. Residents pressed transparency around lawsuits and challenged the high school’s closed rear gate, while the district highlighted tech work and AI testimony.

The commission detailed a proposal for major property tax exemptions for residents aged 65 and 75, discussed the legislative steps required, and heard a few public concerns about the impact of that proposal. New occupation taxes for short-term accommodations and a land donation for a fire station were also addressed.

The board approved a budget with a 3.5 cent property tax increase and $13.15 million in new funding for Durham Public Schools, following passionate public appeals and concerns about federal funding cuts. Commissioners reflected on the difficult tradeoffs and urged community advocacy as local needs outpace available resources.
